 Lucasfilm should make a Star Wars Political City Builder like Tropico.


As many of you readers already know, I am a huge star wars fan, but what you may not know is that I am a huge fan of the Tropico game franchise aswell. 

In tropico players, play as a dictator, who must run their own Island nation. They trade, they pass edicts and can imprison their enemies, there is even a rebellion that if too many of your “tropican’s” get unhappy they will riot, and coup against your regime. As mentioned in the past i think this would be a major addition to the series of games Lucasfilm can release, and it can be entertaining for players as well as star wars fans.


In my Star Wars Version of Tropico Players, play as the Administrator or Magistrate of a Settlement somewhere in the star wars galaxy. Players can select if their world is in The Core, Colonies, Mid Rim, Outer Rim, Wild Space, Corporate Sector, Hutt Space or The Unknown Regions, each with their own perks and negatives.

The players essentially play a role similar to Queen Amidala, Lando Calrissian or Grief Carga, building their own spaceport, and cities within the Star Wars Galaxy and deciding how to run their civilization to last from the High Republic Era to The New Jedi Era following the Events of the Rise of Skywalker. 

Players could interact with factions throughout the galaxy similar to the way in Tropico how players make deals with diplomats from Foreign Countries. The factions could be representatives not always main characters from the stories we know, such as the Banking Clan, Trade Federation, Hutt Cartel, Pyke Syndicate, Crimson Dawn, The Republic, The Empire, The Rebel Alliance, The Sepratists, The New Republic, The First Order, and the Resistance. 

Players will complete goals to establish their own Ship Yards, Planetary Defense Forces, and operations on the planet, to make them essential within the Star Wars Galaxy with different methods of replayability and a Sandbox mode for players seeking only to build their dream star wars civilization.


Similar to Tropico, this game can have Edicts that dictate the lifestyle of their civilians, based in the Star Wars Galaxy, and the Constitution of their world will be at their disposal. However, aside from Edicts, the player may also appoint a Senator, who will work in the Republic(Imperial) or Separatist Senates to boost the player's goals in the greater galaxy as well as provide new opportunities with each play through. 

In this game Edicts will all be associated with the Star Wars Galaxy, and can be changed at any time while playing, while constitutional amendments and senatorial legislation will take longer to change.  Edicts can be anything from becoming a Sanctuary World for Force Sensitives following the Clone Wars, to enacting Slavery, to Xenophobic policies of the Empire to laws that allow the manufacturing sectors and Trade networks to flourish and prosper or be hindered.


The Player

The player is the leader of their settlement, a figure who was “elected” by their people to rule on their behalf, who will use their power to benefit or control the lives of their civilization. Appointing Senators, Advisors and Officers to positions of power under their administration.


The Senator:

The senator is an appointed AI character by the player, they can be changed every 4 years in game, but accidents do occur. The Senator will interact with factions within the senate such as Republic Loyalists, Centrists, Populists, Palpatine’s Loyalists,Bureaucrats,Corporate Stooges, Militarists and Separatists. Falling in line with certain factions will allow players to gain favor with new factions as eras change. 


Advisors:

As stated Advisors will be appointed by the player, however, there are a few who won’t be. The Chief Advisor will be an AI appointed character who will popup on screen similar to Penultimo from Tropico, his goal to advise the player on missions that can assist the player in resolving conflicts or growing their own power. All other advisors will be the AI character selected by the player making suggestions to them for their factions.

These Advisors will serve the player well, providing missions that benefit their own factions within the game of which they can have more than one.

  17. Philanthropist

  18. Technocrat

  19. Xenophobic

  20. Religious

  21. Scientist

Each of these traits guide the AI NPC’s decisions when advising the player.


Types of Buildings.

While i have discussed many types of the politics involved in this game concept I haven’t yet discussed the types of buildings that players could build. Of course for a city builder to work their must be buildings.

Similar to tropico players would be able to build everything from Military buildings and Weapons factories to Farms and Mines but in the star wars galaxy there are perhaps a few other buildings iconic to this galaxy. Cantina’s, Hutt Palace’s, Shipyards, Artillery Factories, Coaxium Refineries, Spice Mines, Jedi Temples,Cloning facilities, laboratories, Reliquaries, Bo’amar Monk Strongholds, droid factories, droid foundries, droid shops, scrap yards,sand crawlers and marketplaces that sell everything from droid parts to blasters will all exist in this game, and have their own effects upon the civilization of this world.


The intent of buildings is not for players to build a Coruscant, but rather more like a Batuu, a Corellia, an Alderaan, A Tatooine or a Naboo. A planet that is still beautiful and full of life, not exactly a city world, although if a player wishes, their world with the right building and Edicts can become a City World.


Concepts for What can separate this game from competitors?

Well the fact is players want the creativity to play as they see fit, and one way this can be done is to take a route unlike any city builder or political strategy game before it.

First Players should be allowed to select their starting species for their society. Perhaps they want a fully human-centric society, or perhaps they want a world flourishing with species from across the galaxy. In game the players can not only customize their leader but what species live on this exciting world. 

Will they choose, Gran, Rodians, Hutts, Wookies, Pykes, Ugnaughts, Zabrak, Twi'leks, Togruta, Chagrian, Zygerrian, Devaronian, Aqualish,Ithorian, Nautolan, Cerean, Mirialan, Muun, Neimodian, Toydarian, Dug, Gungan, Mon Calamari, Quarren, Snaggletooth, Jawa, Mandalorian, Pantoran, Chiss, Kifar, or one of the many other exciting and strange species of the Star Wars Galaxy.


Perhaps another Idea is to allow players when they build a Shipyard to develop new droids, weaponry, fighter, freighter and perhaps even new large space craft for the galaxy. Perhaps they find a way to team up with Sienar, or Kuat Drive Yards to make new tie fighter or Star Destroyer Craft. Perhaps they team up with Income or Dak Star Yards in making Rebel Craft. Perhaps they are under the control of the Bactoid corporation or Techno Union and develop new droids and fighters for the Separatist Alliance. Doing this could be the way they separate themselves from other systems economically providing new ways to have an economy across the galaxy. 


Perhaps players decide not to ally themselves with the grander forces of the galaxy during the wars, in the tropico during times of war they are asked to side with the Axis or the Allies, the communists or the Capitalists. What if in this game you are given more than two options, what if you can join factions like the council of independent systems, Death Watch, the Shadow Syndicate, the Hutt Cartel and more giving more ways of replayability to the game.


Perhaps players can also design their personal guard, their planetary law enforcement or create new territorial law enforcements similar to the corporate sector authority that are based on their world that allow players to establish beyond their home world, to establish themselves on familiar worlds as well with embassies or enforcement offices.


Perhaps during set up for the game players can assist in the customization of their world allowing them to select up to 3 natural resources from the star wars galaxy that can appear on their world as well as set the perameters of how much of this resource is on their world. This can be from Common resources like: Meloorun, Trees, water and stone; to more rare resources like: Bacta, Brylark trees,Unrefined Coaxium,or  Unrefined Spice; to legendary resources like: Unrefined Beskar, Kyber Crystals, or Cortosis.


Perhaps there can be buildings that can only be built if a player teams up with a particular faction. For the Empire perhaps a player can build Weapons research facilities, Imperial Barracks,an ISB Listening Post, A Probe Droid Security patrol and gain access to blueprints from the Imperial archives for their ships, and planetary defense forces. Where as players who team up with the Separatist, may gain Droid Factories, Techno Union landing stations, Trade Federation Buildings, Trade Federation Landing Posts, Work Camps, Banking Clan Offices, and Blue Prints from the Separatists Alliance. For the New Republic and Rebel Alliance, perhaps they can have secret rebel bases, and secret rebel trade routes. For the First Order, secret remnant recruitment facilities, secret factories and bases and secret unknown regions trade routes. With this the possibilities are near unlimited.


With this game the concepts are unlimited, Star Wars and Tropico together, could make a very successful game for Lucasfilm, providing a new flavor to their lineup of games.
